If you're playing Silver version, you're going to be encountering Lugia much earlier in the story than Ho-Oh, before the Elite Four. Use these Pokemon and you’ll have no problems getting to the reward catch screen.Oddly enough, Lugia and the other box legendary Ho-Oh can both be obtained in each version of the game, just at different points in the story depending on your version. It also helps if you have a MewTwo already but perhaps that a bit greedy. The best Pokemon to beat Mewtwo as efficiently as possible are Tyranitar, Houndoom, and Gyarados with a dark moveset.
